The purpose of this project is to organize a method for monitoring and reporting on changes in state sunshine laws over time.
This project will be successful if it (a) captures and (b) organizes on WF all new legislation proposed or enacted in any of the 50 states that pertains to state sunshine laws.

This portion of the project will highlight methods for researching the actual text of the proposed changes including recommended methods for searching state websites for the texts of the bills as well as establishing RSS feeds for searching for news.
Stub pages and implementation
This portion of the project provides a guide for incorporating proposed laws including stub pages, templates and complex procedure guidelines. It is composed of two pages. The first covers basic procedures for creating a page, while the second goes into more detail on the stub pages.
Complex analysis
This section establishes guidelines for complex analysis of the various types of proposed reforms including recommendations for developing an end of year report.
Capturing themes
One objective of this project is to identify trends. If we're successful at that, we should be able to identify at the end of the year which type of change in state sunshine laws had the most (or the least) proposed bills supporting it. We should be able to make assertions such as:
- In 12 states, new exemptions to public disclosure were enacted in 2010.
- Two states reduced the number of days within which a government agency must respond to a FOIA request.
- Etc.
To do this, we need to tag all proposed legislation by subject.
Project anomalies
If you encounter some information while working on this project and you're not certain of how best to handle it, please indicate that here:
- Some of the proposed changes sections in the 50 articles have different names. Should a standard be determined and all sections re-titled as needed?
- What about changes proposed at the level of local governments? Should that be captured in the state law page?
